Metropolis

The first player to reach level 4 on a track takes that track's metropolis onto one of their cities (2 VPs more, so the city is worth 4 VPs). The first to reach level 5 takes it permanently, even from the holder. Each metropolis must go on a different city, and with no available city you can't buy level 4 or 5. A metropolis can't be pillaged.
