Settlers and Harbor Settlements

Harbor settlements are worth 2 VPs and always replace a coastal settlement, which goes back to your supply. Build settlers onto an empty harbor settlement or an empty ship next to one. A ship carrying a settler next to a land intersection may found a settlement there (distance rule): return the settler and ship and place the settlement. You may not build on a gold field until its lair is captured, or on a spice farm until a crew is there.
