Bellfaire Solo

The Rats power isn't used solo; Rugwort still gets all his workers, and scores 4 for the Flower Festival. Optional variants: Glitzy (his Prosperity cards score 5), Squatty (2 per empty space in your city), Hasty (he takes the leftmost special Event at each Prepare), Lucky (he gains 1 point token when you repeat the previous roll) and Cranky (on an 8 you randomly discard a card).
