Hand Full and Cards Given to You

If you must give cards to an opponent, choose one with room in their hand if you can; give as many as fit and discard the rest. If nobody has room, discard the cards instead. You can't give cards or resources to a player who has passed, and nobody may ever hold more than 8 cards.
