Legendary Cards

Each player is dealt 1 Legendary Construction and 1 Legendary Critter, kept secret and not in your hand. Play one by paying its cost, or free by discarding the card in its red banner from your city (move its token or worker over; it doesn't activate again); then you can't play more of that card, and it counts as that card for everything. Each Legendary opens one more city space but uses one itself. It can't be discarded or copied, and nothing else plays it free (not even the Ever Tree card). Solo: each one you play gives Rugwort 3 point tokens and he plays 2 cards.
