Turmoil

When the Eyrie can't fully take a Decree action: 1) lose 1 point for each bird card in the Decree, Loyal Viziers included; 2) discard every Decree card except the Viziers; 3) flip the current leader face down and choose a new face-up leader, tucking its Viziers into its Decree columns (if none are face up, flip them all up first); 4) end Daylight and go straight to Evening.
