Game End With the Cities

Once a player fulfils a City, finish the current round. If only one player fulfils a City at the end of that round, they win. If several players fulfil a City, the one with the most Prestige points wins. If they are still tied, the one with the fewest cards in their play area wins, and if it's still tied they share the victory. The rulebook says the end-of-game trigger is "modified" to this City check, so reaching 15 Prestige points alone no longer ends the game, and as nobody takes a City tile, a City can't be lost.
