Replacing Cards & Empty Decks

Whenever a face-up card is bought or reserved, it's immediately replaced with a new card from the same level's deck, so there are always 4 per level. If that deck is empty, the space simply stays empty.

With The Orient: Orient cards are replaced from their own deck, keeping 4 base cards and 2 Orient cards per row.
