Conspiring and Preparing

To Conspire, draw 2 Conspiracy cards, keep 1 face down and put the other on the top or bottom of the deck. Preparing one uses any accessible structure card as your action, costs nothing and ends your turn; that card has no other use. Triggering is extra to your turn: at its start, reveal one prepared Conspiracy, apply it, keep it face up, then play your turn. You may own several but trigger only 1 per turn.
