The Fishermen of CATAN

Fishery tiles on the sea give fish tokens to adjacent settlements (1) and cities (2) when their number rolls. Fish aren't resources: they can be traded but not stolen or discarded. Spend them: 2 robber to the desert, 3 steal a card, 4 any resource, 5 a road, 7 a development card. The old shoe's holder needs 11 VPs and may pass it after rolling to a player with as many or more VPs.
