Rise of IxDune: Imperium
An infiltrate icon lets you send your agent to a matching space even if opponents' agents are there. It doesn't let you put a second agent of your own on a space. It doesn't get past The Voice, and icons added by Dispatch an Envoy don't infiltrate.
