A Turn — Full Sequence

Every turn has exactly 3 phases, always in this order: do up to 4 actions (any mix, any of them repeatable), draw 2 Player cards and resolve any Epidemics as they're revealed, then flip and resolve Infection cards equal to the current Infection Rate. Once all 3 phases are done, play passes to the next player.
