Infect Cities

Flip cards from the top of the Infection Deck, one at a time, equal to the current Infection Rate. Put 1 cube of the shown colour on that city (unless it's eradicated), then discard the card to the Infection Discard Pile. A city that already has 3 cubes of that colour has an outbreak instead of taking a 4th.
