You may bid on or choose a nuclear plant only if your network has at least one city in Hungary, Czech Republic or Slovakia. A player with cities only in Poland and Austria, or with no cities yet, can't select one to auction or bid on one. With 2 players the Trust follows the same rule, and if the biggest (fourth) current-market plant is nuclear and it can't take it, it gets no new plant that turn.
