Phase 2: Auction Power Plants

In player order each player may start one auction by choosing a plant from the current market and bidding at least its number. Going clockwise the others raise or pass, and a player who passes cannot re-enter that auction. The last bidder pays their highest bid to the bank, takes the plant and moves their house to the bottom row, then you draw a replacement and re-sort. Each player may buy at most 1 plant per round, so someone who has bought cannot bid in or start another auction this round.
