The game ends immediately after Phase 4 when at least one player has connected 18 cities (2 players), 17 (3 or 4 players), 15 (5 players) or 14 (6 players). You may connect more than needed if it helps you win. In the following Phase 5 nobody earns money for powering cities.

With Australia / Indian Subcontinent: With Australia you are still paid for selling uranium in the last round. With the Indian Subcontinent, if there is a power outage in the last round, Phase 5 is still played once so everyone gets one more income.
