Power Outage

When you connect new cities in Phase 4, place the houses on their ends; at the end of the phase, if all players' newly connected houses total more than twice the number of players (Trust houses don't count), a huge power outage hits and then all houses are stood up. In Phase 5 every player subtracts 3 Elektro from their income for each city in their network. Example: 10 cities, powering 8: 90 − 30 = 60. If the outage happens in the last round, Phase 5 is still played once so everyone gets one more income. You must also supply as many cities as possible, moving same-type resources between plants if needed.
