Phase 1: Determine Player Order

The player with the most cities in their network goes first, and ties are broken by who has the biggest power plant. Put the houses on the top row of the player order track in that order, using the same rules for the remaining places. Example: Anna has 6 cities, Greg and Al 5 each, Natalie 4; Greg's biggest plant is 17 and Al's is 15, so the order is Anna, Greg, Al, Natalie.
