Player Order in the First Round
ClarificationPower Grid
At the very start the order is random, and everyone must buy a plant in the first round. Once only, at the end of Phase 2 of the first round, you determine the order again with the Phase 1 rules; everyone has a plant, so the biggest plant breaks the ties.
