Phase 3: Buy Resources

In reverse player order, from last to first, each player may buy resources for their plants while storage space remains; you cannot buy resources your current plants cannot use. Pay the bank the price of the space each token sits on, then move your house to the bottom row. After Phase 3, all houses return to the top row.
