Two PlayersPower Grid
In Phase 3 the Trust takes every resource needed for a normal production of all its plants, free, and never stores them. If the market lacks enough, it takes as many as possible. For a hybrid it alternately takes 1 coal and 1 oil while both are available, starting with coal. In Phase 5 it returns the resources to the supply.
