Ruling a Clearing

The ruler of a clearing is the player with the most warriors and buildings combined there. Tokens and pawns don't count. If there's a tie, no one rules it, with one exception: the Eyrie (Lords of the Forest) rule a clearing they're tied for, as long as they have a piece there.
