Setup Keeps More Than a Draw Does

At setup you're dealt 3 Destination Tickets and must keep at least 2 of them (in the 2025 edition you're dealt 4 and keep at least 2, and the returns are shuffled before going under the deck). Drawing tickets later on your turn only requires you to keep at least 1. Either way, unwanted tickets go to the bottom of the deck, face down and unseen.
