2 and 3 Players

With fewer than 4 players, remove every card and Merchant tile marked for a higher player count. With 2 players, the blue and teal Location cards are not in the Draw Deck, and no Merchant tiles go in Warrington or Nottingham. With 3 players, the teal Location cards are not in the Draw Deck, and no Merchant tiles go in Nottingham. With 4 players, all Location cards are used, and each era lasts 8, 9 or 10 rounds with 4, 3 or 2 players. Locations whose Location cards were removed can still be built in with an Industry or Wild Industry card.
