Leave out the B tokens. There's no capital: each player starts with a sea colonist on each starting space between the islands, with the other 4 colonists in the storehouse, and new colonists go in cities with your houses. A starting sea colonist's first step goes onto a sea line next to its space. A land colonist may cross sea lines holding your own sea colonists, 1 step per ship, but can't stop on one.
