How to play Concordia

Setup

Use the Italia map for 2–4 players or the Imperium map for 3–5.

  1. Cities: shuffle the city tokens and put them at random on the cities with the matching letter, then flip them to show their goods. Leave out the D tokens on the Italia map.
  2. Bonus markers: for each province, put a marker of its most valuable good (cloth 7, wine 6, tools 5, food 4, brick 3), goods side up, on that province's space in the bonus marker area at the top left of the board.
  3. Card deck: sort the personality cards for sale by Roman numeral and take out any numeral above the number of players (3 players: remove IV and V). Shuffle each numeral separately, stack them face down with I on top, then II and so on, and reveal the top 7.
  4. Your pieces: take your colour's 15 houses, 3 land and 3 sea colonists, a scoring marker on the track at 0, a storehouse and your 7 starting cards.
  5. Colonists: put 1 land and 1 sea colonist in Roma. The other 4 go in your storehouse, taking up 4 of its 12 spaces.
  6. Starting goods: take 2 food, 1 brick, 1 tool, 1 wine and 1 cloth into your storehouse.
  7. Money: pick a random start player. They take 5 sestertii, the second player 6, and so on.
  8. Praefectus Magnus: give it to the last player in turn order. Put the Concordia card near the board.

Your turn

Play clockwise. Each turn, lay 1 personality card from your hand on your discard pile and do its action:

Cards only come back with the Tribune, so plan how many turns your hand lasts.

Moving and building

  1. Move: the Architect gives 1 step per colonist on the board, shared freely. Land colonists use brown lines, sea colonists blue.
  2. Build in any city next to your colonists, never in Roma, and only one house per city.
  3. House costs: 1 food in a brick city, otherwise 1 brick plus the city's good. Then coins: brick 1, food 2, tool 3, wine 4, cloth 5, times the houses there after yours.

Example: A wine city already has 2 houses. Yours makes 3, so you pay 1 brick, 1 wine and 12 sestertii (4 × 3).

Final scoring

Every card in your hand and discard pile scores for its god:

Example: Two Jupiter cards with 9 houses in non-brick cities score 9 each: 18 VP.

Game end and winner

  1. Game end: when someone buys the last card from the display or builds their 15th house. They take the Concordia card (7 VP).
  2. Last turn: everyone else takes one more turn.
  3. Winner: most VP. Ties go to whoever holds the Praefectus Magnus, or would get it next.
