Prefect with Fish

Option a: choose a province with fish on its spot, take the fish, and its houses produce as usual (no houses: only the fish); the Piscatus holder takes 1 extra fish and passes it right. Option b: take 1 sestertius per province with no fish and 1 good of your choice; then flip 1-fish markers to 2 and put 1 fish on each empty spot. With option b the Piscatus stays and gives nothing.
