Sicilia and Mount Etna

Syracusae is the start city. Each Tribune adds a step after taking cards back: draw a volcano tile and take its bonus (unstorable goods are lost; neutral tiles are discarded); a province tile goes in the next free row of its column. Row 2 removes that province's bonus (it still produces, turning to coins), row 3 bars new houses there, row 4 stops all production there, specialists included. Out of tiles, reshuffle the 9 neutral ones; volcanoes never block movement.
