House Hagal in 2-Player Setup
ClarificationDune: Imperium
House Hagal starts with no troops in its garrison. It gains no Influence-track bonuses, but it does take a faction's alliance when it can. At setup, remove the 3 House Hagal cards marked 1P for Arrakeen.
