Troops, Recruiting and the Garrison

You have 12 troops. When you recruit, take a troop from your supply and put it in your garrison on the board. From the garrison, troops can be deployed to the conflict when you send an agent to a combat space.

With Immortality: Specimens are troops taken from your supply into the Axolotl tanks, so they also use up your 12.
