Running Out of Troops
Agent TurnDune: Imperium
If your supply has no troops left (all 12 are in your garrison or the conflict, or, with expansions, tied up as Ix negotiators or Immortality specimens), you can't recruit more until some return to your supply. Troops go back to your supply after combat, and whenever a troop in the conflict is lost.
