He secretly writes his starting city once the first player is chosen and he has looked at his 2 Infection cards. Infecting a city with purple adds a purple cube too; an Epidemic's Infect step adds only its own colour. Flare-out: a purple outbreak removes 2 purple cubes from its city and adds 1 to each connected city, skipping cities that already outbroke in that chain. He may hear table talk, but no notes or private chats, no showing his hand, and his location is on his honour. If purple is eradicated, he's out of the game.
