Dispatcher

The Dispatcher may move any pawn (with its owner's OK) directly to a city that holds another pawn, and may move another player's pawn exactly as if it were their own, discarding their own cards to pay for it. A Charter Flight card must match the city that pawn is leaving. The Dispatcher can't use the Operations Expert's special move on that pawn, or make other players take other actions.
