Indian Limited Resource Market

At first only the 1–3 Elektro areas of the market are available, the 4 and 5 areas are added at the start of Step 2, and the whole market opens at Step 3. In reverse player order each player buys just 1 token per turn, and play continues round and round until everyone stops buying. Garbage plants need 1 additional garbage to produce but don't store more; plant 24 needs 3 garbage but stores at most 4. Refill the most expensive spaces first, even those not yet available.
