Pay either the printed connection cost or the general cost of 20 Elektro, whichever is cheaper, plus the building cost, so any two cities connect for at most 20. Melbourne and Sydney each consist of 2 cities with a connection cost of 0. All other building rules apply, such as one house per city in Step 1.
