You choose how many and which plants to use, so you need not supply every city and can save resources by using fewer plants. Example: Anna has 6 cities and plants 07, 10 and 15 stored full; she removes 4 coal and 3 oil, producing for 7 cities, and earns the pay for 6 cities (73), and the surplus is wasted.
