The Playing Zone
BuildingPower Grid
Players choose one contiguous playing zone of connected areas for the whole game: 3 areas for 2 or 3 players, 4 for 4, and 5 for 5 or 6. Cities and connections outside it can never be used, and the colours matter only for choosing the zone.
