Houses per City
BuildingPower Grid
A city holds one house in Step 1, two in Step 2 and three in Step 3, each from a different player, so you never connect to the same city twice. A new house goes on the lowest empty space (10, 15, then 20). In Step 2 a city still empty costs 10, and in Step 3 an empty or one-house city costs 10 or 15.
