A Bonus Can't Give a Third Partner Zoo Without the Upgrade

You can't gain a third partner zoo from a bonus if you haven't upgraded the Association action. The requirement of having the upgrade is on your zoo plan, not only on the Action card. When a bonus gives a partner zoo or university, you choose an available one from the Association board.
