Upgrading Action Cards

There are four ways to upgrade an Action card: on the conservation track, on the reputation track, and when you gain your second partner zoo or your second partner university. When you receive an upgrade, flip an Action card of your choice from side I to side II, and it stays in its slot. You can't upgrade all five cards, and the improved action is available from your next action onward.
