Where New Conservation Projects Go

A Conservation Project you play from your hand goes in the leftmost space above the Association board, pushing the others right. That row holds 2, 3 or 4 cards depending on the player count, and if it overflows the rightmost card is discarded. The base projects below the board never move, and no new ones are added.
