If no connected, unflipped Coal Mine has coal left, you may buy from the Coal Market instead, but only with a connection to a location showing the coal Merchant icon (Warrington, Shrewsbury, Nottingham, Gloucester or Oxford). Pay the cheapest available price first; if the Coal Market is empty, coal still costs a flat £8, with the same connection needed.
