Tile Levels

Each industry's tiles on your Player Mat are numbered from low to high level. Whenever you Build that industry, you must take your lowest-numbered remaining tile — you can never skip ahead to a higher level while a lower one is still available. Developing removes low-level tiles from your mat so a later Build reaches a higher level instead.
