Mayor

Place the mayor, instead of a meeple, only in a city with no knights or mayors in it. For the majority it counts as one meeple per coat of arms in the city — zero if there are none (a meeple counts 1, a large meeple 2). It doesn't change what the city is worth, and returns when the city scores.
