Instead of rolling, flip the top event card, resolve its event, then use its number to produce or resolve a 7. Build the deck by shuffling the 36 event cards, dealing 5 face down, putting the New Year card on them and the other 31 on top. When New Year comes up, build a new deck and flip again. With Cities & Knights, also roll the event die and red die between the card and production.
