Salt and Salt Cities

Salt is stored like a good and can be swapped for any other good at any time, but it can never be bought or sold. A salt city costs 1 tool, 1 wine and 5 sestertii, plus 5 more per house already there, and produces salt; some forum cards also give salt. Without salt, set up with the salt tokens and replace each with a token from the unused letter group: A becomes tool, B wine, C cloth, D brick.
