Fill the Europe resource market with coal on 2–9, oil on 3–9, garbage on 3–8 and uranium on 8–9, and use the Europe refill card. Draw 9 plug-back plants for the market: the 4 smallest are the current market and the other 5 the future market, and no plug-back plant goes on top of the stack. At the start of Step 2 remove the lowest current-market plant without replacing it, so the future market shrinks to 4.
