Refill the resource market from the supply using the refill card for your player count: the left column in Step 1, centre in Step 2, right in Step 3. Start on the most expensive space with no token and place tokens until the stated number of each resource is placed; if the supply runs short that resource is not fully refilled. Example (5 players, Step 1): refill 5 coal, 4 oil, 3 garbage and 2 uranium.
