Step 2

Step 2 starts at the beginning of Phase 5 after at least one player has connected 7 cities (6 cities with 6 players); several players can reach it in the same round. Put the Step 2 barrier in front of that space as a reminder. Once only, remove the lowest plant of the current market and replace it. From then on every city holds 2 players' houses, the second house costs 15, and the centre refill column applies.
