France Setup

Fill the resource market with coal on spaces 1–8, oil on 3–8, garbage on 6–8 and uranium on 5–16, and use the France refill card. Remove plant 13 from the game, put plant 11 in the plant market, then shuffle the remaining plug-back plants and add 7 more to the market. With 2 or 4 players do not remove another plug-back plant, and with 3 players remove only one.

With The New Power Plants: Set 2: With Set 2, remove ecological plant 11 into the box, put nuclear plant 13 in the market, then shuffle the plug-back plants and add 7 of them.
